Description of Services
Objective of RFP
To commission a service provider (hereafter assessment team) who will conduct endline assessments to assess the three GCERF funded grants in accordance with their individual theory of change and results framework. The assessment purpose is to measure the programmes’ outcome indicators’ endline values/status, to inform the implementing partners and GCERF about the final results achieved by the programmes. The endline assessments will be designed with a coherent methodology, incorporating each grant’s results framework, which detail the grant-specific outcomes, outputs, and indicators. The assessments will be designed in close cooperation with the GCERF to ensure relevance and appropriateness.
The endline assessments will take place concurrently, as the three grants finalizing their final implementation: all grants are schedule to end in December 2026.
The endlines should be designed in July 2026, implemented throughout August – September 2026, and finalized by November 2026. The assessment team will be responsible for the methodology and tool design, efficient and reliable field data collection, analysis, and reporting.
